A plain-language guide to what DriveBC is actually telling you about Highway 1 between Victoria and Duncan — the hazard wording, the winter tire rules that apply here, and how often this corridor really goes down.
The Malahat is about 25 km of Highway 1 running from Goldstream Park, north of Langford, over a summit near 352 m and down to Mill Bay and Duncan. Two things make its conditions unusual for a coastal highway. First, it gains and loses enough elevation that the middle of the corridor can be in snow or fog while both ends are bare and wet — a Victoria driver checking the sky out the window learns nothing useful about the summit. Second, there is no realistic detour. On most B.C. highways a blockage means a longer drive; here it means Greater Victoria is cut off from the rest of Vancouver Island by road.
That combination is why a single stalled vehicle on the Malahat produces delays out of proportion to the incident itself, and why the wording DriveBC chooses matters so much.
DriveBC hazard language, decoded
DriveBC uses a fixed vocabulary. These are the terms that actually show up on this corridor and what each one means for your drive.
Visibility reduced / fog
What it means: Drivers cannot see far enough ahead to stop safely at the posted speed. The road is open; the hazard is sight distance.
On the Malahat: Most common at the summit and on the Goldstream climb, where marine air is forced uphill. Ends of the corridor are often clear while the middle is not.
Slippery sections
What it means: Patchy loss of traction — usually wet-frozen film, frost, or thin ice rather than continuous snow cover.
On the Malahat: Typically appears overnight and early morning on shaded curves and the bridge decks, then burns off by mid-morning.
Black ice
What it means: A transparent ice film that looks like wet pavement. It gives almost no visual warning and no tire noise change.
On the Malahat: Forms readily on the north-facing shaded stretch below the summit when temperatures sit near freezing after rain — the single most common cause of multi-vehicle Malahat crashes in winter.
Compact snow
What it means: Snow packed hard by traffic into a bonded slick layer. Behaves like ice, not like fresh snow.
On the Malahat: Usually confined to the summit elevation band. The Victoria and Mill Bay ends can be bare and wet at the same time.
Snowfall / accumulation
What it means: Active snow falling with depth building on the travelled lanes.
On the Malahat: Rare below 200 m, several times a season above it. This is when single-direction closures and vehicle-incident backups are most likely.
Vehicle incident
What it means: A crash, breakdown or spill. DriveBC will state whether lanes are blocked, alternating, or fully closed.
On the Malahat: With no parallel route, even a single-lane blockage backs traffic up quickly in both directions.
Road maintenance / construction
What it means: Planned work. Often long-running, with intermittent single-lane alternating traffic rather than closure.
On the Malahat: We show these as 'open — construction' rather than a delay, so a months-long work zone doesn't read as a live emergency.
Winter tires on the Malahat: the real dates
You will see both October 1 – March 31 and October 1 – April 30 quoted online. Both are real, and they apply to different roads. The Province requires winter tires or chains on designated routes from October 1, and the requirement ends March 31 on highways that do not run through mountain passes or high-snowfall areas. The extended April 30 end date applies to mountain-pass and high-snowfall routes such as the Coquihalla and Rogers Pass.
The Malahat is a designated winter tire and chain route, and it sits in the South Coast group that ends March 31. So the practical answer for Vancouver Island drivers is October 1 to March 31. The regulatory signs on the highway are the legal authority — if a sign in front of you says otherwise, the sign wins.
• A legal winter tire is marked either M+S (mud and snow) or with the three-peaked mountain and snowflake symbol.
• Either type must have at least 3.5 mm of tread depth to count.
• The mountain/snowflake tire performs materially better than M+S near and below freezing, which is the exact band the Malahat summit spends most of its winter in.
• Police, CVSE and ministry staff can turn you back or fine you if you pass a posted sign without compliant tires.

How often the Malahat actually goes down

The median logged duration is about 5 hours; the mean is far higher only because multi-month planned construction sits in the same dataset.

January alone accounts for roughly one in five events across the whole record — more than double a typical summer month. Within the winter half of the year the causes break down as weather conditions (412), road conditions (249), construction (193), vehicle incidents (168) and planned events (270).
Two takeaways for planning. If you drive the Malahat daily in January, expect to hit something roughly once a fortnight. And because the median event runs about five hours, a mid-afternoon closure is very likely to still be affecting the evening commute.
The most reliable sequence for this corridor, in order:

Is there a detour when the Malahat closes?
Not a practical one. The options are waiting for reopening, the Mill Bay ferry from Brentwood Bay (limited sailings, small capacity), or the Pacific Marine Route via Port Renfrew, which takes several hours and includes sections unsuited to winter driving.
